Background
Distance learning is becoming more mainstream as people and educational institutions search for alternatives to the traditional forms of education. Challenge
Alternative education programs have been established in the US for students having difficulty succeeding in a traditional school setting. The child is removed from the general school population and placed in either a special classroom setting or a special school. The USA's NCLB (No Child Left Behind) standards require that these children continue to receive all their core curriculum classes from a "Highly Qualified Teacher." However, shrinking budgets and the shortage in "Highly Qualified Teachers", particularly in specialized subjects and in rural areas, provide a serious challenge to the implementation of this piece of the NCLB legislation.
The Solution
